I'm starting to feel sorry for Vince Cable, no seriously I am.
The great proponents of a change to the voting system, the lovers of hung parliaments, the desirers of coalition government are now feeling the reality of the compromises forced by coalition. Their argument (and the argument made by a few Conservatives too, to be fair) are looking less convincing by the day and the revelation that Vince Cable may not even vote for the bill that he has drafted.
This is a deeply embarrassing situation for a minister to find themselves in.

The government would gain a great deal of respect by kicking these changes into the long grass (or piles of snow). The coalition does not need another poll tax on its hands. The Lib Dems need a way out of the sorry mess they have got themselves into, and the Conservatives need to recognise that the current policy is not the best value for money or for them politically.
Vince Cable is particularly stupid to say that he will not vote for his own policy and pledge, and the lasting damage this will do to the British system of cabinet responsibility should not be under-estimated. If he does not vote for his own policy he should be prepared to hand in his resignation to Cameron, and I don't think Cameron really wants that.
It is pathetic that it takes mini-riots to make politicians even consider keeping their pledges. The government, and particularly the Lib Dems, should now admit that they were wrong and have learnt their lesson.
Bugger Vince Cable, why havent the sodding roads been gritted again?
